Jackson County Public Health (JCPH) is the designated local vital records office for Jackson County. The department has direct access to the statewide Missouri birth certificate database and can print certified copies while you wait. The office serves all municipalities in the county, including Kansas City, Independence, Lee's Summit, Blue Springs, and Raytown.

JCPH offers two service tiers. Walk-in hours run Monday through Friday from 8 a.m. to 4 p.m. Express pickup is available Monday through Friday from 9 a.m. to 4 p.m. Both options typically result in same-day service. How to Get a Jackson County Birth Certificate

In person is the best option for most people. Go to the JCPH office at 3651 NE Ralph Powell Rd. in Lee's Summit with valid photo ID. Bring cash, debit, or credit card (no Amex). Pay $15 and receive your certificate that day. No appointment is needed during walk-in hours.

Required identification includes one of the following: a photo ID, a passport, a social security card with a piece of mail, or two pieces of mail from different sources. The office is specific about this. Make sure you have the right documents before arriving.

By mail, send a written request with the full name, date and place of birth, and parents' names. Include a copy of your photo ID and a check or money order for $15 payable to Jackson County Public Health. Do not send cash in the mail.

Note: For newborns, allow two to three weeks after birth before requesting a certificate. New records take time to process into the statewide database.

Who Can Access Jackson County Birth Records

Certified birth certificates in Missouri are restricted to people with a direct interest. RSMo 193.245 defines who qualifies:

  • The person on the certificate (must be 18 or older)
  • A parent listed on the birth record
  • A legal guardian with court documentation
  • A spouse, child, or sibling of the named person
  • An attorney or legal representative acting on behalf of an eligible person
  • Any person authorized by a court order

Others can get an informational copy, which shows the same data but is stamped "not valid for legal purposes." You cannot use it for a passport application or official government purposes.

All requesters must bring photo ID. If you have no photo ID, two alternate forms of identification with your name on them may be accepted, such as a social security card paired with a utility bill.

Jackson County Birth Certificate Fees

Each certified copy is $15. Extra copies ordered at the same time are $11 each. These rates apply at both the county office and the state bureau. Missouri sets fees through RSMo 193.265.

JCPH accepts debit, credit (no Amex), and cash. Mail requests require a check or money order. VitalChek online orders carry an additional convenience fee. Fees are not refunded once a search is conducted.

Adoptee Birth Record Access in Jackson County

Missouri allows adult adoptees to request their original birth certificate under RSMo 193.128. You must be 18 or older. Submit your request to the Missouri Bureau of Vital Records, not JCPH. Proof of identity and adoptee status is required. If the birth parent submitted a contact preference form, it will accompany your record.
