Most people can complete the request and receive their certificate in under 15 minutes during a typical visit.
How to Request Scott County Birth Records
Three paths exist for getting a certified Scott County birth certificate: walk in, mail a request, or order online through VitalChek.
Walk-in requests are handled at 102 Grove Estates Court in Sikeston. Bring a valid government-issued photo ID. Give staff the full name on the record, the date of birth, and the city or hospital of birth. Pay the $15 fee at the counter using cash, check, credit card, or money order. Certified copies are printed while you wait.
Mail requests require a completed and notarized application. Download the form from the Missouri DHSS website, fill it out fully, and have it notarized before you seal the envelope. Attach a copy of your photo ID and a check or money order for $15 payable to the Scott County Health Department. Mail everything to the Sikeston office address. Expect one to two weeks for processing and return mail delivery.
Online orders use VitalChek. VitalChek is the only state-approved online ordering service for Missouri vital records. The order goes to the Bureau of Vital Records in Jefferson City. A service fee is added on top of the $15 state fee. Processing time is similar to mail requests. VitalChek covers records from 1910 forward only.
Who Can Obtain Scott County Birth Records
Missouri law restricts who can receive a certified birth certificate. RSMo 193.245 defines eligible requesters.
You may request a certified copy if you are the person named on the record and at least 18 years old, a parent or legal guardian listed on the certificate, a spouse, an adult child or adult sibling of the registrant, or a legal representative with written authority. You must show a government-issued photo ID and state your relationship to the person named on the record.
Genealogists and other researchers who lack a direct qualifying relationship can still access records that are at least 100 years old, as Missouri opens birth records to the public after that point. Early records at the County Clerk and State Archives are generally more accessible. For any record less than 100 years old, you must prove a qualifying relationship to get a certified copy.
Note: Only certified copies with a raised seal are accepted for legal purposes such as school enrollment, passport applications, Social Security, and court filings.
Scott County Birth Certificate Fees and Payment
The standard fee is $15 per certified copy. Additional copies of the same record ordered at the same time cost $11 each. These fees apply at both the county office and the state Bureau of Vital Records.
The Scott County Health Department accepts cash, check, credit card, and money orders for in-person visits. Mail requests require a check or money order. Online orders through VitalChek require a credit card, and VitalChek charges an additional service fee beyond the $15 state fee.
Fees are set by state law under RSMo 193.265. No county can change the fee. Payment is non-refundable even when a search finds no record. Double-check the name spelling and birth date before you submit your request.

Statewide birth registration in Missouri became consistent starting in January 1910. For earlier births, records are held in different places depending on the year.
The Scott County Clerk may hold early registration entries from the 1880s and 1890s. These are not standard certified certificates but can provide basic information such as name, parents, and approximate date. Contact the County Clerk at the courthouse in Benton for details about what records survived from that period.
The Missouri State Archives maintains older county records and can help with pre-1910 research. The Missouri Digital Heritage site offers online access to some digitized early vital records.
