Howell County Health Department Vital Records

The Howell County Health Department is the local vital records office for West Plains and surrounding communities. Through its computer link to the Missouri DHSS statewide system, staff can pull and print certified copies of birth certificates for any person born in Missouri from 1920 forward. You get your record the same day in most cases, which is faster than ordering through the mail or online.

The office also has a Notary Public on staff. If you need to notarize an affidavit for a birth record correction or a paternity document, you can do that here for $5 per notarized signature. Out-of-state birth and death certificate applications can also be notarized at the same office.

How to Request Howell County Birth Records

In person is the fastest method. Visit the health department at 180 S. Kentucky Ave. in West Plains, bring a valid photo ID, and pay the $15 fee. Your certificate is ready the same day. The office is open Monday through Friday from 8 a.m. to 5 p.m.

By mail is the second option. Include a written request with the full name, date and place of birth, parents' names, and your relationship to the subject. Add a copy of your photo ID and a check or money order for $15 payable to the Howell County Health Department. Do not send cash. Mail processing typically takes one to two weeks.

Online requests go through VitalChek. This is the state-approved service for Missouri vital records orders. VitalChek accepts major credit and debit cards. Expect an added convenience fee on top of the $15 copy cost. Delivery is by mail.

Note: For newborns, allow at least two to three weeks after birth before requesting a certificate. New birth records take time to process into the statewide system.

Who Can Receive Howell County Birth Records

Missouri law limits who can get a certified birth certificate. The rules are in RSMo 193.245. Eligible requesters include:

  • The person named on the record (age 18 or older)
  • A parent listed on the birth certificate
  • A legal guardian who can provide court documentation
  • A spouse, child, or sibling of the named person
  • An attorney acting for an eligible family member
  • Any person authorized by a court order

If you fall outside these categories, you can still get an informational copy. That document shows all the same data but is stamped "not valid for legal purposes." It cannot be used for passports, school enrollment, or other official purposes.

All requesters must show valid identification. Photo ID is preferred. Two alternate forms of ID with your name are acceptable if you lack photo ID.

Fees and Payment for Howell County Birth Certificates

Each certified copy is $15. Additional copies ordered in the same visit cost $15 each as well (not the reduced $11 rate). This aligns with the county-specific fee noted on the Howell County Health Department website. Missouri fee authority comes from RSMo 193.265.
